Certainly among the most important developments of the past year has been the emergence of Congressional and regulator concerns with corporate governance issues for charities, including compensation of charity executives. The concerns are emerging with hearings, legislative proposals, and investigations that could have a significant effect on the regulatory structure for charities at the federal level. Similar concerns have appeared in the media. Against this backdrop, the Treasury Department has weighed in with "voluntary best practices" guidelines suggesting high levels of oversight of foreign grants that might be diverted by terrorists.
